Guidelines
for Residence Living
Guests/Visitors
Students may have guests at times
defined by NSAC. However, students will be held responsible
for the behaviour of their guests at all times. All guests/visitors
who are not residents of the residence must obtain a Visitor’s
Pass and be registered as the guest of a student in that
residence (the sponsor) on the guest list maintained by
the Duty Residence Staff. Visitors must be accompanied by
their residence sponsor. Persons who do not have a Visitor’s
Pass or are not accompanied by a residence sponsor may be
asked by staff or any resident to immediately leave the
building. Residence staff may disperse any group or gathering
which they feel interferes with the quality of life in the
building. A sponsor may remove a person from their list
of authorized guests at any time by notifying Residence
staff.
Noise
Residence buildings
are far from noise proof. A comfortable lifestyle for study
and academic pursuits can only be maintained if everyone
takes care not to generate unnecessary noise. Please consider
your fellow students and your Don of Residence (whose home
is also in residence) and take care not to:
- slam doors
- run in the halls
- scrape chairs across floors
- yell
- play music loudly or otherwise disturb others
Quiet
Hours in Residence
Quiet hours are in effect after
10 p.m., Sunday through Thursday inclusive and also in effect
after 1 a.m. Friday and Saturday nights. Quiet hours will
be in effect from 7p.m. to 8 a.m. the last full week of
classes of each semester. The exception will be the last
Friday and Saturday night, where regular quiet hours will
be in effect. Twenty-four hour quiet hours will begin at
1 a.m. on that Saturday and extend throughout the examination
period. Quiet hours are in effect 24 hours a day during
examinations.
House
Parties
House Social events (House Parties)
may be organized by the House Council only and then only
with the permission of the Don of Residence. These
events may not be advertised outside the NSAC community.
Events involving alcohol must be held in the Student Pub.
Misuse
of Facilities
All facilities
are to be used for the purpose for which they were designed.
No sports are to be played inside the residences.
Any misuse of facilities is not acceptable and will result
in action under the Judicial Process.
No alteration
or construction is permitted in a student room.
Caution
Fund
Each person registered at the university
is required to pay into a fund to cover the cost of damage
to university property. This fund applies in residence to
damages to common areas caused by unknown individuals. Damage
to individual student rooms is charged to the occupants.
Where common area damages exceed the fund collected, additional
charges will be levied on a group basis as deemed appropriate
by the Residence Manager. In years where surplus funds remain,
these funds are placed in a student development fund to
benefit all NSAC students.
Students are responsible for the condition of their rooms.
Charges will be levied on an individual basis (equally in
the case of a shared room) for any damage, alteration or
lack of cleanliness found in the residence room. Rooms may
be inspected with appropriate notice and at the end of each
term by residence staff.
Alcohol
and Drug Policy
Consumption of alcohol in residence,
or in any public area in or surrounding residence is regulated
by Nova Scotia's Liquor Control Act. Please be aware that
the provincial drinking age is 19. Therefore, the consumption
of alcohol s restricted to those students who are 19 years
of age and older. Students are required to respect and abide
by all applicable federal, provincial and municipal laws
pertaining to alcohol. Alcohol will not be accepted as an
excuse or rationale doe any misconduct. Disciplinary sanctions
may apply for violations of alcohol policies and/or associated
misconduct.
The following are NOT permitted in residence:
- Kegs (of any size) and/or "Texas Mickeys"
- Funnels and/or other speed drinking devices
- Brewing equipment or apparatus
- Drinking games and/or hall crawls
Persons of legal age (19 years in Nova Scotia) may have
and consume alcohol in their residence room, at a licensed
university event or under the guidlines listed below in
the designated residence lounge. Alcohol may not be consumed
in the common areas of the residences (lobbies, hallway,
stairwells, washrooms etc.) not in outdoor areas adjacent
to the residences (the Horseshoe etc.).
Guidelines for Alcohol use in Residence Lounges:
Persons of legal cage (19 in Nova Scotia) may consume alcohol
in the designated residence lounge under the following regulations:
- Planned or advertised parties are not permitted (unless
it is a house activity, approved in advance by the House
Don). An event form must be submitted two weeks in advance
to the House Don.
- Alcohol consumption is allowing during the following
hours:
- Sunday through Wednesday: 6:00 pm - midnight
- Thursday: 6:00 pm - 1:00 am
- Friday and Saturday: 2:00 pm - 1:00 am
- Each student or guest may have only one beverage at a
time
- All beverages must be in a clear plastic container (no
bottles or cans permitted)
Any student causign a disturbance will be asked to leave
the area and may lose future alcohol privileges in that
area.
ALCOHOL REGULATIONS
These regulations apply to any and all individuals
(both residents and guests) consuming and/or possessing
alcohol in a NSAC residence.
Open alcohol in prohibited in all
common areas, except approved lounges. Open alcohol will
not be tolerated in the stairwells, bathrooms, kitchenettes,
dining room, front lobby, or on the grounds outside the
building. Therefore, drinking and possession of open alcohol
is strictly prohibited in these areas.
1. Cans or bottles, containing alcohol, once
opened are permitted ONLY in individual
residence rooms.
2. Drinking is NOT PERMITTED
in the hallways. Alcohol, in an OPAQUE PLASTIC CUP,
may be transported from one residence room DIRECTLY
to another residence room in the same building or from a
residence room DIRECTLY to the TV lounge
in that building.
3. Alcohol MUST be sealed
and in the plastic bag or the box in which it was purchased
to be transported:
A: in stairwells, or other common areas
such as the front lobby.
B: Entering or exiting a Residence Building.
4. ALL drinking games are prohibited in residence.
DISCIPLINARY ACTION WILL RESULT FROM
FAILURE TO COMPLY WITH THE ABOVE POLICIES. THIS MAY INCLUDE,
BUT IS NOT LIMITED TO, THE CONFINSCATION OF ALCOHOL AT THE
TIME OF INFRACTION. IGNORANCE OF THESE REGULATIONS AND/OR
INEBRIATION WILL NOT BE ACCEPTED AS AN EXCUSE FOR MISCONDUCT.
THE ABOVE IS NOT MEANT TO BE AN EXHAUSTIVE LIST. IF YOU
HAVE ANY QUESTIONS OR CONCERNS, PLEASE CONTACT YOUR RA (RESIDENCE
ASSISTANT) OR RESIDENCE DON.
The use and possession of illegal drugs and
misuse of prescription drugs on campus is strictly prohibited.
Students and/or quests of students hall be subject to internal
sanctions and possibly reported to law enforcement authorities
if caught in violation.
Smoking
Policy
NSAC is committed to providing a
healthy environment for students, faculty and staff. Therefore,
smoking is prohibited in all NSAC buildings, including residences,
and in all outdoor areas on the campus except for those
specifically designated as smoking areas. (Smoking Policy
approved June 2010, effective 1 September 2010)
Fire
Arms/Weapons
Fire arms/weapons of any type are
not permitted in residence. Members of gun clubs or
those who wish to hunt should make arrangements to store
both weapons and ammunition off campus.
Fire
Safety
Tampering with fire safety equipment
(alarms, sprinklers, extinguishers etc.) is a serious offence,
punishable by up to five years in prison and a fine of $500.00.
The university will not hesitate to turn offenders over
to the appropriate authorities and reserves the right to
immediately dismiss from residence those who in any way
compromise the safety of others. It is important to note
this includes the setting of fires (no matter how small)
in any area or container. In addition to dismissal from
residence, Judicial Committees may impose further penalties.
For the safety of all students we strictly enforce
a no flame policy. This includes all candles, incense,
sparklers, etc. Anyone found to be in violation of this
policy will be referred to the judicial process.
Decorations (flags etc.) cannot be hung from the sprinkler
heads/pipes in your room or in residence corridors because
they interfere with the proper operation of this safety
equipment.
In the event of a fire alarm, all students must vacate
the building immediately and remain out of the building
until university officials clear students to enter again.
Students who fail to evacuate the building or to follow
the instructions of residence staff will be referred to
the Judicial Committee.

Parking
There is adequate parking for
all residence students in the lots located behind Chapman.
Students in residence are not permitted to park
elsewhere on campus. Parking in the Horseshoe
area (visitor parking and fire lane) and behind Trueman
is restricted to authorized persons only. Fines and/or
immobilization will result. All cars must be parked
in parking lots, not on roadways, lawns, fire lanes,
or walkways, including those that are marked (crosshatched)
on the pavement.
Vehicles abandoned on roadways, lawns or any of these
areas may have a “Vehicle Boot” placed on
the front wheel to restrict movement. This will be removed
after a $35.00 removal fee is paid and outstanding fines
are paid in full. Any damages incurred will be the responsibility
of the vehicle owner.

Keys
Each person authorized to be
in residence receives keys which provide access to the
main entrance door, the student's individual room, the
laundry room and student storage. This key remains the
property of NSAC, cannot be duplicated and must be returned
upon request.
Should you lose your key, a charge of $50.00 will be
levied to rekey your room door and $100 for a front
door key. Anyone found in possession of an unauthorized
key should expect to be dealt with severely within the
NSAC Judicial System.
Security
Residence security is provided
primarily by student staff, assisted by contract security.
The RAs do regular duty rounds seven days a week and
are assisted by the Student Security as required.
Everyone entering or exiting the building must do so
by the front door. All other exits are for emergency
use only. Anyone entering or exiting these doors (except
during an emergency situation) will be levied a $50
fine.
No security system is effective however, without the
full co-operation of the buildings' occupants. In order
to protect not only your own property, but the property
of your fellow students, make sure you keep your door
locked whenever you are out of the room. Also make sure
exterior doors to the building close and lock behind
you. Never put anything in a door to prevent it from
locking. Report unknown persons to the student staff.
Insurance
The University does not provide
any insurance for the personal belongings of students.
NSAC cannot accept responsibility for the loss of, or
damage to personal belongings of students whether utilized
in the student's room or stored elsewhere on university
property.
Time constraints often necessitate that general maintenance
(both of a scheduled and an emergency mature) be carried
out during periods when students are absent from residence,
e.g., Christmas and Spring Break. It is recommended
that students living in residence take their personal
valuables with them when they vacate their room for
these prolonged periods of time.
It is strongly recommended students living in residence
obtain "Tenant’s Insurance Coverage"
or ensure their parents have coverage contained in a
home owner's insurance policy.
Dining
Hall
Persons using the dining hall
facilities are expected to conduct themselves in a mature
responsible manner. Removal of utensils, dishes, glasses
or food etc. without permission will be treated as theft.
All persons obtaining meals in the dining hall must
present their NSAC ID card or may pay on a cash basis.
Appliances
Small microwaves (1.0 cu. ft.
or smaller) for occasional snack preparation are permitted.
The use of other electrical appliances for cooking in
student rooms is not permitted. The electrical systems
of the residences are not designed to handle such appliances.
Cooking odours may be offensive to others and pests
are attracted by discarded or improperly stored food.
Students are encouraged to bring battery operated clocks,
radios and other battery operated appliances as electrical
outlets are limited and power failures may occur.
Large (full size) refrigerators cannot be accommodated
for space and safety reasons. Older
fridges may be fire hazards and contain dangerous gas.
Small (under 3.0 cubic ft.) fridges are acceptable.
Cable/Phone/Internet
Access
Residence fees include local
phone service, cable TV and high speed internet services.
It is the responsibility of students to provide the
equipment if desired.
Storage
Limited space is available to
residence students who wish to store personal items
over the summer months. This service is available only
to residence students who will be returning to residence
in the fall. Normally, a few small boxes or suitcases
or a trunk can be stored. No furniture, shelving units,
or refrigerators can be stored. The university cannot
accept any responsibility for the loss or damage of
items so stored. All items must be labeled with the
student’s name and room number for the coming
year.
