Although initially delayed with design challenges, occupational health and safety concerns, and budgetary constraints, the construction of the new building began in May 2001, and was completed in May 2002. While in the design stages, emphasis was placed on developing an accessible, efficient and centralized structure that could be used for research, promotion and technology transfer functions. The building was designed by Tom Connell Architects Limited, an advisory committee provided input during the design stages, and construction of the building was directed by the Nova Scotia Department of Transportation and Public Works under the guidance of Mr. Gordon Eaton.
