The Investment Committee
will invest the assets of the NSACF in a moderate to low
risk portfolio consisting of an appropriate blend of fixed
income and equity investments, in order to achieve the highest
possible investment return, while safeguarding principal
and maintaining required liquidity. |
Investment Authority and
Delegation |
The Investment Committee
has responsibility for the management of the investments.
The Treasurer, shall have the responsibility for the day to day
operation of the fund in accordance with the guidelines
established for the committee. |
Allocation Strategy and
Guidelines |
The Treasurer shall
have full discretion with respect to the allocation among
cash, fixed income and equity investment within the following
guidelines;
Fund 1 is the general Investment portfolio maintained for medium and long term investments held by NSACF. Fund 2 used for short and medium term project specific investments that require very low risk, have higher cash flow requirements and/or modest investment goals. Allocation to the specific fund is the responsibility of secretary/treasurer in consultation with staff of the Development Office and investment advisor.

Any two of the NSACF
Chairman, Treasurer, Secretary or chairman of the NSACF
Investment Committee are authorized to buy, sell and trade
in stocks, bonds, debentures and any other securities and/or
contracts relating thereto. Any one of the above can provide authorization to the financial planner. |
Internal Review |
The Treasurer will
distribute semi-annual reports to the Investment Committee
detailing portfolio structure, cost and market value of
all holdings, investment activity and policy compliance.
The Investment committee will review portfolio
structure, performance and strategy, investment activity
and policy compliance on a semi-annual basis. The committee
will also compare investment performance against appropriate
benchmarks and provide a full report to the NSACF Board
of directors annually. |
